Below is a list of the tallest skyscrapers planned to be built in Tokyo, with skyscrapers already under construction included. The list will be updated now and then in response to the changes on the status of the buildings, or once a new skyscraper project is announced.

1. Tokyo Torch Tower

Uses: Office, Observatory, Hotel, Retail Gross Floor Area: 544,000 m²
Tokyo Torch Tower is a 63-story supertall skyscraper planned to be built near the north side of Tokyo Station (Tokyo’s main railway hub), it’s a part of Mitsubishi Estate’s Tokiwabashi District Redevelopment Project, which also includes a shorter 212-meter (696-foot) tower called Tokiwabashi Tower.
The project was first announced as early as in 2015, but the supertall’s name Torch Tower is only revealed in September 2020 after a torch-inspired new design for the supertall is unveiled.
The Tokiwabashi Tower is currently under construction and is close to its completion, and the construction of Torch Tower will start in 2023 and scheduled to be completed in 2027.
With a height of 390 meters above ground, Torch Tower will become Japan’s tallest building. The uppermost section of the tower will contain an observation deck, visitors will be able to enjoy a breathtaking panoramic view of the city from there.
2. Toranomon-Azabudai District Main Tower

Uses: Office, Residential, Retail Gross Floor Area: 461,395 m²
Toranomon-Azabudai District Main Tower is a 64-story skyscraper under construction in Minato ward, it’s a part of a development for a complex of three buildings, the other two buildings are 263 and 237 meters tall respectively.
With a height of 325 meters, Toranomon-Azabudai District Main Tower will become the first supertall skyscraper built in Tokyo, and will surpass the 300-meter Abeno Harukas in Osaka to become Japan’s tallest building. Its completion is scheduled in 2023, 4 years ahead of that of Torch Tower.
The developer is Mori Building Company, which also developed two other tallest buildings in Tokyo, the Roppongi Hills Mori Tower and Toranomon Hills Mori Tower, and those two towers are not far from the new tower, the three towers will appear on a same line with the new tower in the middle.
Toranomon-Azabudai District Main Tower is located immediately to the west of the Reiyukai Shakaden Temple, and also in close proximity to Tokyo Tower, which is less than 400m away from it.
3. Nihonbashi 1-Chome Central District Redevelopment

Current status: Existing buildings being demolished Estimated built year: 2025 Location (ward): Chūō
Uses: Office, Hotel, Retail Gross Floor Area: 362,600 m²
The Nihonbashi 1-Chome Central District Redevelopment includes a 287-meter skyscraper, only a few meters shy of being a supertall.
The skyscraper will be situated next to the 1911-built Nihonbashi Bridge, and on the south banks of the Nihonbashi River.
The skyscraper will have 52 floors, mainly are used for offices, a hotel called “Waldorf Astoria Tokyo Nihonbashi” will occupy the uppermost floors, it will have 197 rooms, spanning nine floors from 39th to 47th floors, the remaining floors to 52nd floor are all mechanical floors. The hotel will be operated by Hilton, Waldorf Astoria is its top-class luxury brand.
The demolition work of 27 existing buildings on the site has started on November 10, 2020, and the construction of the skyscraper is scheduled to start in 2021, with an expected completion in 2025.
4. Toranomon Hills Station Tower

Current status: Under Construction Estimated built year: 2023 Location (ward): Minato
Uses: Office, Hotel Gross Floor Area: 238,441 m²
Toranomon Hills Station Tower is a 265-meter skyscraper planned as a part of Mori Building Company’s redevelopment project in Toranomon. The current tallest building in Tokyo, Toranomon Hills Mori Tower is also a part of it and was completed in 2014, the new skyscraper will be built next to it and surpass it in height, but won’t become the city’s next tallest building, as the 325-meter Toranomon-Azabudai Main Tower will be complete a few months earlier.
The construction started on November 25, 2019, and is scheduled to complete in July 2023.
The building will be mainly used for offices, and several lowers floors will be occupied by a hotel.
The top floor of the building will have a place to hold various business events, with a view over the city.
5. Toranomon-Azabudai District West Tower

Current status: Under Construction Estimated built year: 2023 Location (ward): Minato
Uses: Residential, Office, Retail Gross Floor Area: 185,228 m²
Toranomon-Azabudai West Tower is the second tallest building of the Toranomon-Azabudai Redevelopment Project, and one of the two accompanying towers of the Main Tower. The tower will have 64 floors, the floor count is same as the 325-meter Main Tower, but the height is shorter, at 263 meters, for it will be mainly comprised of residential floors. The tower will contain 970 residential units, including 170 service apartments, spanning the tower’s 6th to 64th floors. 3rd to 5th floors are office floors, and the base floors will be occupied by retail stores.
6. Shinjuku Station West Entrance Disctrict Development Project
Standard height: 260 m Floor count: 48
Current status: Proposed Estimated built year: 2029 Location (ward): Shinjuku
Uses: Office, Retail Gross Floor Area: 281,700 m²
A building at the Shinjuku Station west gate that houses the Odakyu Department Store will be rebuilt into a 48-story skyscraper by Odakyu Electric Railway in a joint venture with Tokyo Metro. The rebuilding project was announced by two developers on September 9, 2020.
Construction will begin in 2022, and scheduled to complete in 2029. Once built, the skyscraper will reach a height of 260 meters, higher than the 243-meter Tokyo Metropolitan Government Building, which is currently the tallest building in Shinjuku ward.
Offices will occupy the upper floors and middle floors, commercial spaces are planned in the lower floors, and a public space called “Sky Corridor” will be located on the 9th to 14th floors (40 to 75 meters in height). Currently it’s still unclear whether there will be an observation deck on the top of the building.
7. Tokyo Ekimae Yaesu 1-Chome East District Redevelopment

Current status: Existing buildings being demolished Estimated built year: 2025 Location (ward): Chūō
Uses: Office, Retail Gross Floor Area: 225,200 m²
Tokyo Ekimae Yaesu 1-Chome East District Redevelopment is a part of Yaesu Redevelopment, which has three new skyscrapers planned, all the three skyscrapers will be near the Yaesu exit of JR Tokyo Station.
The skyscraper of Yaesu 1-Chome East District Redevelopment will be built on the north side of Yaesu Dori (Yaesu Street), the location is immediately east of the 205-meter GranTokyo North Tower(tallest building in Chiyoda as of 2020) across Sotobori Dori (Sotobori Street).
The 51-story building will consist of an office tower and a large retail podium in the base. The podium has 11 floors, and about 45 meters tall.
The demolition work of existing 54 buildings on the site of the project has started in October 2020. The construction will begin in October 2021, and scheduled to be completed in April 2025.
8. Yaesu 2-Chome North District Redevelopment

Current status: Under Construction Estimated built year: 2022 Location (ward): Chūō
Uses: Office, Hotel, Retail, School Gross Floor Area: 283,896 m²
Another skyscraper of Yeasu Redevelopment is currently under construction as a part of Yaesu 2-Chome North District Redevelopment, it’s located immediately south of the site of Yaesu 1-Chome East District Redevelopment.
The skyscraper will have 45 stories above ground and reach a height of 240 meters, it will mainly be an office building, a hotel with 98 guest rooms will open on the 39th to 45th floors.
The floors on the base of the building will contain retail space, as well as an elementary school.
Sumitomo Life Insurance Company, which is co-developing the building, will move their headquarters into the new building.
The building is scheduled to be completed at the end of August 2022.
9. Yaesu 2-Chome Center District Redevelopment

Current status: Proposed Estimated built year: 2025 Location (ward): Chūō
Uses: Office, Residential, Retail, School Gross Floor Area: 418,000 m²
Yaesu 2-Chome Center District Redevelopment is the third skyscraper project proposed for Yeasu Redevelopment, the location is immediately south of Yaesu 2-Chome North District Redevelopment, and the height of the skyscraper will also be 240 meters, but will have a much larger floor plate, making its total floor area to reach a whopping 41,8000 square meters.
Most floors will be office spaces, except for the uppermost floors, which will have residential units and serviced apartments. The lowest floors will be occupied by stores and an international school.
The construction of the skyscraper will start in 2022 and complete in 2025.
10. Toranomon-Azabudai District East Tower
Standard height: 237 m Floor count: 54
Current status: Under Construction Estimated built year: 2023 Location (ward): Minato
Uses: Residential, Hotel Gross Floor Area: 169,249 m²
Toranomon-Azabudai District East Tower is the other accompanying tower of the 325-meter Toranomon-Azabudai Main Tower. Like the West Tower, it’s also mainly for residential use, it will have about 330 residential units occupying the 14th to 53rd floors, the top floor 54th floor is a mechanical floor. The tower will also have a luxury hotel on 1st to 13th floors, with about 120 guest rooms.
11. Yaesu 1-Chome North District Redevelopment
Standard height: 235 m Floor count: 45
Current status: Proposed Estimated built year: 2030 Location (ward): Chūō
Uses: Office, Hotel, Retail Gross Floor Area: 181,500 m²
Yaesu 1-Chome North District Redevelopment is another skyscraper project proposed for Yaesu District, but this one is not located adjacent to the other three towers near the Yaesu exit of Tokyo Station, it’s next to the Nihonbashi River, and it’s a long term project with an expected completion in 2030, much later than the other three towers.
The Tokyo Station Tokiwabashi Project that includes the 390-meter Torch Tower is located west of it across Sotobori Dori (Sotobori Street).
The tower will have 45 stories above ground, the height is slightly lower than other three skyscrapers of Yaesu Redevelopment, at 235 meters above ground. The lowest floors will be stores and hotels, the middle and upper floors are all offices.
The demolition work of the existing buildings (the tallest of which is 106 meters) on the site is scheduled in 2023.
12 & 13. Nishi Shinjuku 3-Chome West Redevelopment (Twin towers)

Current status: Proposed Estimated built year: 2029 Location (ward): Shinjuku
Uses: Residential, Retail Gross Floor Area: Approximately 181,600 m² (North Tower), Approximately 203,100 m² (South Tower)
This redevelopment project includes two twin-towers that rise to 235 meters tall, they will be purely for residential use, containing 3200 apartments in total. They will surpass the nearby 209-meter Park House Nishishinjuku Tower 60 to become the tallest all-residential building(s) in Japan.
The construction is expected to start in 2022, and complete in 2029. The twin towers will appear between the 235-meter Shinjuku Park Tower and the 234-meter Tokyo Opera City. The redevelopment plan for the project’s site changed several times, the previous plan was to build a 339-meter supertall office tower and two 245-meter residential towers by 2010, the plan was eventually cancelled due to the global financial crisis.
14. Shibaura 1-Chome Rebuilding Project (Twin towers)

Uses: Office, Residential, Hotel, Retail Gross Floor Area: 549,870 m² (North Tower+South Tower)
NREG Toshiba Real Estate will rebuild a 40-story (166 meters) office tower in waterfront area of Tokyo into two twin towers. The office tower to be demolished is called Hamamatsucho Building, it was built in 1984 as the headquarters of Toshiba Group. The tower will surpass the 139-meter Grand Prince Hotel Akasaka becoming the tallest building voluntarily demolished in Japan, and the fourth tallest in the world.
The planned twin towers will be both 235 meters tall above ground, but the South Tower has 45 floors and the North Tower has 47 floors. Both towers will be mainly offices, the south tower will have a hotel in the upper floors, and the north tower will have residential units in the upper floors, and the there will be commercial space in the lowest floors of both towers.
The south tower will be constructed first, as its site is only occupied by an one-story building next to the Hamamatsucho Building, the construction will begin in September 2021, with a completion due for 2023. After south tower is completed, the current employees in Hamamatsucho Building will move into the south tower, and then the demolition work for Hamamatsucho Building will start one year later, followed by the construction of the north tower. The entire project is scheduled to complete in 2031.
